In late 1968, Vice Admiral Elmo Zumwalt together with General Abrams initiated a "SEA Lake Ocean River Delta Strategy" (SEALORDS)

This stragegy was principally used in the Mekong Delta region of South Vietnam and was made up of three primary objectives:

1) Interdiction of men and arms from Cambodia
2) Pacify and hold previous NVA occupied areas
3) Train and turn over assets to the Vietnamese
